Brian Owens

Brian has led a life of service, including over 24 years in law enforcement and over 14 years in our Nation’s Armed Forces. Brian began his law enforcement career as a Correction Officer with the Rensselaer County Sheriff’s Office, before joining the Troy Police Department.  His career with Troy PD included many assignments and at ranks of increasing responsibility. Brian started as a Patrolman and then based on merit and the competitive promotional process, would go on to serve as a Sergeant, Detective Sergeant, Captain, Assistant Chief of Police and, ultimately led the department as Chief of Police. During his time with Troy PD, Brian served over 7 years in first line leadership positions, and over 12 years in command positions.   Brian served as the department’s Homeland Security Team coordinator, Officer in Charge of the Honor Guard, Trunked Radio System Administrator and Forensic Hazardous Materials Technician.   He is also a graduate of the 266th Session of the FBI National Academy and Session 78 of the FBI Law Enforcement Executive Development Seminar.

Brian’s military career began when he enlisted in the U.S. Army at 17 years old and three days after graduating from LaSalle Institute, reported to Fort Jackson, South Carolina for Basic Combat Training.  In the finest tradition of the citizen soldier,  Brian’s service in the U.S. Army Reserve continued while his law enforcement career progressed.   Brian held enlisted ranks of Private First Class (E-3), Specialist (E-4) and Sergeant (E-5), and attended the Primary Leadership Development Course at Fort Indiantown Gap, Pennsylvania.   Brian was then selected for Federal Officer Candidate School, Fort Benning, Georgia where he was commissioned as a Second Lieutenant.  His assignments that followed included Platoon Leader, Aerial Delivery Officer, S-1, and Company Command.  Brian completed the Quartermaster Officer Basic Course at Fort Lee, Virginia and would later be deployed to Balad, Iraq for Operation Iraqi Freedom, 2003-2004.  He was honorably discharged as a Captain (O-3) and continues to participate with veterans organizations and causes.

Brian was born and raised in Troy, NY and is a lifelong resident of Rensselaer County

  • Loves skiing with family, gardening and is a traveling sports mom!
